Two layers of information

In-scope packaging generally requires the material-identification codes from Decision 97/129/EC. In-scope packaging intended for consumers also needs sorting information that is understandable to the Italian consumer.

Special-sector rules and exceptions require a separate check. Review each manually separable component rather than assuming a correct outer carton settles the complete pack.

Connect the pack to any digital channel

Official Italian guidance allows environmental information to be provided or supplemented through digital channels such as QR codes, apps or websites in the circumstances it describes.

The physical access point, destination content, languages, product-to-pack mapping and change control should remain usable for the life of the packaging.

Treat an audit as an action list, not a certificate

A labelling audit can map photos and specifications to likely codes, Italian sorting text, open questions and implementation actions. The producer remains responsible for the finished packaging.

PPWR introduces harmonised labelling from 12 August 2028 or later where the regulation ties application to implementing acts. Keep the current Italian file and the transition note separate.

Conclusion

Scope comes before a form. Connect the legal entity, product, sales channel and EPR stream to the rule that actually applies.

Evidence must remain traceable. Keep source data, versions, approvals, filings, receipts and every record issued by an external body.
