Start with material and effective date

CONAI publishes CAC in euros per tonne for steel, aluminium, paper, wood, plastic, compostable bioplastic and glass. Paper and plastic use differentiated bands that can materially change an estimate.

Keep the source year and effective date. Plastic rates change again on 1 October 2026, so the same weight can produce a different result after the switch.

A fascia is a classification, not a preference

Use the packaging specification and the current CONAI lists to classify the item. Transport film, rigid bottles and consumer flexible packaging can fall into different plastic bands.

If evidence is missing, show a conservative placeholder and request classification. Do not silently force a mailer bag or composite into a favourable band.

Calculate by material before considering exemptions

Multiply the annual tonnes by the applicable rate for each material and band. Under the ordinary procedure, CAC at or below €200 for a material may fall in the exemption band if all conditions remain met.

The exemption is reviewed annually and does not erase applicable statistical reporting. A newly incorporated company starting activity during the year also has a specific quarterly rule. A public calculator is indicative and never grants an exemption.

Conclusion

Scope comes before a form. Connect the legal entity, product, sales channel and EPR stream to the rule that actually applies.

Evidence must remain traceable. Keep source data, versions, approvals, filings, receipts and every record issued by an external body.
